尊敬的国际连珠联盟主席、各国代表：

       这段时间国际连珠联盟规则委员会一直致力于对连珠新规则的讨论。RIFCHINA支持国际连珠联盟寻找新规则的提案，并组织了很多次讨论。但因为中国连珠爱好者人数众多（是其它国家连珠爱好者总和的很多倍），我们很难在短时间内达成一致的意见。RIFCHINA内部一致认为，不应对规则改革过于仓促。因此，我衷心的希望国际连珠联盟暂缓对8项新规则进行投票。

 

Dear Chairman of the General Assembly, dear representatives from every renju country,

In the past year, RIF Rule Commission has been trying to discuss the new opening rule. RIFCHINA agrees with RIF to search for the new opening rule proposals, and we also organized several discussions. Because China has the biggest number of players in the world (much more than all other countries players together), it must be difficult to find agreement in the limited time. Inside RIFCHINA, we all think the innovate of the opening rule should not be too hurry. So, we sincerely hope RIF respite the vote for the 8 new opening rules.

 

       目前欧洲以爱沙尼亚为代表的一些国家主张C类规则；而日本主张B类规则；瑞典倾向于A类规则，但为了统一有可能妥协于C类规则。所以很可能C类规则获得50%以上的票数。但这样的强制投票通过某种规则，会使国际连珠联盟内部造成分裂，不利于连珠的长远发展。而且就这几种规则本身来讲，也存在诸多的问题。如果在4月29日，国际连珠联盟强行就新规则投票，RIFCHINA将支持日本提出的B类规则，因为B类规则是与原有规则变化最小的，我们还有机会进行新的完善。

The European countries, Estonia as representation, are now thinking of C group; Japanese like B group; Sweden would clearly like A rule, but for the sake of compromise, they would agree with C too. So, C rule may get more than 50%. But this kind of forced vote to pass some rule will arouse breaking up even inside RIF and this is not good for future of renju. As far as the new rules are concerned, there are still a lot of shortcomings. If RIF insist the vote on April 29, for the sake of compromise, RIF China would agree with Japan about the B group, because B group has the least change with the current tradition of renju opening. In this way, we still have chance to make it perfect.

 

        RIFCHINA将马上成立“连珠规则委员会”广泛征求全国爱好者的意见，并加以汇总。我们将就A、B、C三类规则分别组织小型的比赛，已确定其合理性。另外，我也希望国际连珠联盟不仅局限于现有的8种规则进行讨论，允许RIFCHINA根据爱好者的意见提出两至三种新的提案。国际连珠联盟应该尊重各成员国的意见，新规则应获得各成员国广泛认同。仅仅根据时间表，在不成熟的时刻，对新规则强行表决不会给连珠发展带来好处。

RIFCHINA will set up a “renju rule council” of our own. The purpose of it is to collect the suggestions about new rule from all over China, and then gather them. We will organize small matches with A, B, C type rule separately to confirm its rationality. And also, I hope RIF not only localization the remained 8 rules and allow RIF China put forward two or three proposals according to Chinese players’ advice. RIF should respect all renju countries’ opinions, the new rule ought to be admitted by all renju countries. Merely according to the schedule, to force vote at the immature time, will be by no means good for renju development.

       今年，连珠在中国已经被承认为正式项目，我们今后将得到政府的大力支持，这将对连珠发展起到重要的推动作用。连珠比赛成绩优异的学生今后可能优先进入好的中学和大学，这将促使更多的孩子加入连珠爱好者的行列。在几年内，由于连珠影响力的扩大，越来越多的企业将介入连珠运动，会出现很多高额奖金的赛事。中国棋院不希望在这个时刻迅速采用新规则，所以新规则的推行需要一段时间。

This year, renju game has already admitted by our government as the in due form sports item. That means renju game will have our government support from now on. This no doubt will be an important impulse for renju development. If a student player gets a good result from renju tournament, he (or her) can have precedence to go to a better high school or universities, it will encourage more and more children to join as renju players. In the coming years, more and more corporations will show their interest in renju, their interposition will make many high bonus tournaments appear, because more and more people are getting to know renju. China Qiyuan does not hope to adopt new rule so soon, so the new rule needs some time to put into use.

      RIFCHINA委任陈伟为中国连珠规则委员会主席，负责收集、和整理中国连珠爱好者的意见，并提供相应报告给国际连珠联盟。4月28号至5月5号，陈伟将率代表团赴爱沙尼亚参加连珠规则大会及第六届世界团体锦标赛。陈伟将代表RIFCHINA就规则问题与其他各国代表商讨。

RIF CHINA commission Mr. Chen Wei as the chairmen of China rule council, his duties are collect and pack up all the opinions from Chinese renju players and report the results to RIF. On April 28 to May 5, Chen Wei will lead the Chinese delegation to attend the RIF General Assembly and the 6th Team World Championship. Chen Wei will represent RIF CHINA to discuss the rule problem with other renju countries’ representatives.
